Observation Based Safety Herbert Heinrich initiated behaviour study, one of the oldest approaches to safety, in 1931. He found that 88% of injuries were caused by worker behaviour and this finding initiated 60 years of in-depth study and analysis. Behaviour-Based Safety (BBS) has been used in North America for almost 20 years. Psychologists started conducting research on behavioural techniques for loss control and accident prevention in the early 1980's. Management-driven safety switched to employee-driven systems, improving performance, as well as safety and health. This shift in responsibility centered on performance management and thus the attention focused on Behaviour-Based Safety. Behaviour-Based Safety focuses on reinforcing "safe" behaviours and identifying/correcting "at risk" behaviours. Fixing the problem, not fixing the blame, is the principle that will truly prevent injuries and downgrading incidents. The BBS process is a "fact-finding" versus "fault-finding". Data produced is used to reinforce and reward "safe" behaviours and not used to discipline "at risk" behaviours thus gaining employee support. This proactive sensible process motivates employees to identify needed behaviour changes in the working environment. There are no acceptable injuries so measure and reduce the risks that are the root cause. BBS is such a logical sensible approach to Safety. It requires individuals to take responsibility for and pride in their safety successes. Firstly it requires conscious effort to drop the old stereotypes and adapt a new way of looking at old habits. Measure and communicate the situations that could lead to injury and through awareness proactively change at risk behaviours.
