José Francisco Arata has been the President and a director of the Corporation since January 23, 2008. From August 21, 2006 to January 23, 2008, he was the CEO and a director of Pacific Stratus Energy Ltd. (“Pacific Stratus”). From July 1997 to February 2006 he was the Executive Vice President and a director of Bolivar Gold Corp. (“Bolivar Gold”). Mr. Arata has over twenty-nine years of experience in mineral and oil exploration in a number of countries in Latin America.

Dr. Pacheco has over thirty-one years of experience in the energy industry, including seventeen years in the Venezuelan oil industry. While at PDVSA, he held a number of senior positions including Managing Director of BITOR and Executive Director of Corporate Planning. He holds a PhD in Mechanical Engineering from Imperial College, University of London (1981). Prior to joining the Company, he was a special advisor on strategy and energy to the Presidency of CANTV (2005-2007). For a number of years Dr.

Pacific Rubiales, a Canadian company and producer of crude oil and natural gas, owns 100% of Meta Petroleum Corp., which operates the Rubiales, Piriri and Quifa heavy oil fields in the Llanos Basin, and 100% of Pacific Stratus Energy Colombia Corp., which operates the La Creciente natural gas field in the northwestern area of Colombia. Pacific Rubiales has also acquired 100% of PetroMagdalena Energy Corp., which owns light oil assets in Colombia, and 100% of C&C Energia Ltd., which owns light oil assets in the Llanos Basin.
