César Guerrero César Guerrero is a consultant with more than 20 years of progressive experience in economic development, international trade, regional integration, evaluation, management, governance, education, water and sanitation. César also counts with experience in fiscal and municipal decentralization, local, urban and regional development, environmental management, evaluation of programs and community participation. He has been coauthor of several books and articles including the Preparation and Management of Social Projects: Orientation guidelines (IDB-Ruta Social) and the Cost of the Secondary Education in El Salvador, (World Bank and J. He is Economist and MSc. in Policy Economics of the University of Illinois at Urbana-Champaign, USA with concentration on international trade and economic development Roberto Angulo Roberto Angulo is an international consultant with ample experience in the Latin American and the Caribbean region where he has carried out a number of projects financed by IDB, USAID, The World Bank and CIDA with governmental organizations both, municipal and national, providing services of human resources and institutional strengthening by means of evaluations, comprehensive audits and consulting services. Furthermore, working with the World Wild Life Fund, she coordinated the Colombian pilot project of Forest Stewardship Certification with peasant communities in the Middle Magdalena River (Magdalena Medio) region of Colombia where she advised leaders of rural communities on ways to establish commercial enterprises with a view to improve marketing and export of their wood products. Ms. Solano liaised with and coordinated projects for the World Bank, United Nations Development Program (UNDP), Project Counselling Service, International Organization for Migration (IOM), International Committee of the Red Cross, Europe Union, World Bank, French Forestry Institute, USAID-CHEMONIX and FAO. Ms. Solano earned a M.S. in rural development and a B.S. in biology. She also took courses related on diversified management of natural tropical forests, certificate on timber and non-timber products as a tool for the promotion of sustainable forest resources management, and participatory methodologies in sustainable rural development in Germany, Costa Rica, Ecuador, Brazil and Colombia.
