The Pioneer Village area is situated on the west central limits of the City and immediately east of the RCMP Training Academy on Wascana Creek. Single-detached homes constitute 43% of all housing in the area. The remainder includes apartments, row houses and semi-detached units. About 21% of the housing was constructed before 1946 and reflects the historic nature of the area. The 1946-70 period represents the majority of housing with some final development occurring between 1986-96.

The Core neighborhood is an inner city community that consists of three distinct sub-districts; the General Hospital Area, the Arcola Triangle and the 11th Ave/Germantown Area. It began to develop east of the emerging Downtown in the late 1890's. By 1913 the residential development in the Core area had extended to cover over 33 city blocks. Working class residents, many from eastern Europe, helped create a distinctive cosmopolitan community. The northern portion of the Core was originally known as "Germantown" because of this ethnic diversity.
